Simon Sturgis AADip RIBA is lead author of the 2023 2nd edition of the RICS WLCA
Standard and has authored policy on Embodied and Whole Life Carbon for the RICS, the
RIBA and co-authored the GLA’s London Plan Carbon Policy SI2. Simon is a member of the
EU expert advisory panel for EN15978. He has also led an industry wide task group for
creating ‘Carbon and Net Zero Definitions’ for LETI and NZCBS.
Simon has advised the following on low carbon construction: Turner & Townsend, World
Wildlife Fund, Google, British Land, Landsec, Schroders Real Estate, Heathrow Expansion,
Grosvenor, Legal & General, Argent, Quintain, DLUHC, Cabinet Office, English Heritage, the
UKGBC, and the BBP. He is chair of the online community, the Whole Life Carbon Network
(WLCN). He is a Special Advisor to the House of Commons Environmental Audit Select
Committee.
His Carbon Report on the proposed redevelopment of M&S Oxford Street led to a call in by the
Secretary of State and its subsequent rejection by DLUHC. He is involved with similar planning
issues at Selkirk House, Liverpool Street Station and London Wall West.
He has spoken widely at many international conferences, including Futurebuild, WAF, IGBC,
COP 24 and in March 2023 was invited by the Royal Academy to speak on carbon in the
built environment.
